Pension Benefit Guaranty Corporation (PBGC) Procurement Department Acquisition

Background
The Department of Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) is a shared service provider within the Department of the Interior providing assisted acquisition services on behalf of the Pension Benefit Guaranty Corporation (PBGC). PBGC protects the retirement incomes of over 34 million American workers in private sector defined benefit pension plans. The Procurement Department (PD) is responsible for the acquisition of all goods and services used by the PBGC to accomplish its mission. PD supports nine PBGC offices, and the purpose of this procurement is to assist the PD with planning and administering all functional areas of the Corporation’s procurement program.

Work Details
The purpose of this procurement is to provide cradle-to-grave acquisition support; policy, compliance, training, support; systems assistance; general reporting, communications, and organizational support; and requirements development support for PBGC program customers. The support will be provided through five task areas: Pre-Award Acquisition Support, Post-Award Acquisition Support, Program Acquisition Support, Communications, Reporting and Organizational Support, and Policy Support. The services shall be performed in accordance with the PBGC FAR Supplement (PBGC FARS), and agency directives. The procurement will be set aside for small businesses.

Period of Performance
The current period of performance for the existing contract expires in September with options through 2024. However, PBGC does not intend to exercise the option so that one contract can include both pre and post-award support as well as training and policy support, program support, and systems administration support.
