International Regulatory Assistance Nuclear Power Plants and Research & Test Reactors
Background
The U.S. Nuclear Regulatory Commission (NRC) has been involved in enhancing nuclear safety and security globally for over three decades. This includes providing technical assistance and training on regulatory aspects related to both new and existing nuclear power plants and research reactors. The NRC aims to continue these efforts with regulatory counterparts in various countries, regions, and continents for the next five to ten years, addressing emerging needs as they arise.

Work Details
The Contractor is expected to provide personnel with specialized technical and scientific expertise in nuclear safety and security regulations. The scope of work includes:

1. Providing technical assistance to national regulatory authorities in select countries, including:
- Achieving objectives outlined in IAEA’s Nuclear Energy Series NG-G-3.1.
- Implementing the IAEA-sponsored 'Code of Conduct on the Safety of Research Reactors.'
- Developing nuclear safety regulations and inspection programs based on NRC practices.

2. Specific activities may include:
- Program planning and management for regulatory oversight of nuclear power plants.
- Reviewing country-specific laws and regulations to identify gaps compared to international standards.
- Assisting in drafting revisions to legal frameworks governing nuclear facilities.
- Training and stakeholder engagement related to nuclear safety practices.

Period of Performance
The contract is set to commence on September 1, 2025, and will expire on August 31, 2027, with options for three additional one-year extensions.

Place of Performance
The work will primarily be conducted at the Contractor's facility as well as in select countries, continents, and regions worldwide.
