Description

This synopsis is hereby issued in accordance with FAR Part 5.203. The purpose of this synopsis is to announce Space and Naval Warfare Systems Center Pacific (SSC Pacific) intent to solicit, negotiate, and award a Cost-Plus-Fixed-Fee (CPFF) type contract and subsequent modifications on a sole-source basis to National Marine Mammal Foundation, Inc. (Cage: 52TL9) located at 2240 Shelter Island Dr. Ste 200. San Diego, CA, 92106- 3141. The requirement is to provide marine mammal veterinary care, research support, animal care, and training to the animals that are part of the U.S. Navy Marine Mammal Program located at Naval Base Point Loma, San Diego California, Naval Submarine Base Kings Bay, Georgia, and Naval Base Kitsap-Bangor, Washington. The Contractor will be required to provide services in the following three areas: (1) veterinary medicine (approx. 75% of effort); (2) research, analysis and educational outreach (approx. 15% of effort); (3) care & training of animals participating in research, breeding, and basic/intermediate training (approx. 10% of effort). The Contractor will be required to provide the necessary personnel, supervision, training and continuous education curriculums, and administrative support required to perform the scope of work. A draft Statement of Work (SOW) is attached. The Government anticipates the resultant contract will be for a five (5) year period of performance comprised of one (1) base year & four (4) one-year options beginning on/about 30 September 2019. The Government estimates the effort (total contract value) to be between $50M and $100M. The applicable NAICS Code is 541940 and the business size standard is $7.5 million. The applicable Service Code is R416, Support- Professional: Veterinary/Animal Care. The Government intends to negotiate solely with National Marine Mammal Foundation, Inc. under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. FAR Part 15 Contracting by Negotiation applies. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any responsible source believing that it can fulfill the requirement may submit a capability statement which shall be considered by the agency. Interested parties must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided. Capability statements, comments, questions or concerns regarding this notice may be submitted via e-mail ONLY to jorge.e.rosario@navy.mil. All responses received within forty-five days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
