Background
The Bureau of Reclamation's Northern California Area Office (NCAO) requires confined space rescue services due to the need for maintenance in permit-required confined spaces. NCAO lacks the necessary staff to perform in-space rescues, which necessitates the establishment of a Blanket Purchase Agreement (BPA) for these services. The goal is to ensure compliance with Federal Occupational Safety and Health Agency (OSHA) standards while providing safety measures for government employees working in confined spaces.

Work Details
The contractor shall provide a properly trained confined space rescue team equipped with self-contained breathing apparatus (SCBA) and appropriate rescue equipment. The scope of work includes:

1. Providing on-site stand-by and in-space rescue services during maintenance activities within permit-required confined spaces at NCAO locations.

2. Developing a written confined space rescue plan upon request.

3. Ensuring that all personnel are trained and equipped to perform both in-space and out-of-space rescues as required by specific work situations.

4. Compliance with OSHA standards throughout the performance of these services.

Period of Performance
The contract will be effective from March 17, 2025, to March 16, 2030.

Place of Performance
The services will be performed at various hydro-electric power plants owned and operated by the Bureau of Reclamation within the Northern California Area Office.
