National Heart, Lung, & Blood Institute (NHLBI) Trans-Omics for Precision Medic   2

Background
The National Heart, Lung, & Blood Institute (NHLBI) initiated the Trans-Omics for Precision Medicine (TOPMed) program in 2014 to enhance scientific understanding of heart, lung, blood, and sleep (HLBS) disorders through genomic research. The program aims to identify gaps in knowledge and develop strategies for genomic research in preventing and treating HLBS diseases.

TOPMed integrates whole-genome sequencing (WGS) and other omics data with clinical and environmental data from various studies, currently encompassing 90 cohort studies and generating extensive omics data from over 200,000 samples. The TOPMed Administrative Coordinating Center (ACC) is crucial for managing this complex initiative, supporting governance structures, tracking data production, coordinating publications, and maintaining the program's web presence.

Work Details
The contractor will be responsible for:
1. Program Administration, Coordination, and Communication: Managing a large consortium of over 1,400 members; responding to inquiries about TOPMed; providing project control and contract administration; ensuring compliance with federal standards; facilitating communication among stakeholders; organizing meetings and training webinars; maintaining membership lists; providing logistical support for annual meetings; collecting progress information from various centers to track data production.

2. Scientific Management: Assisting with funding opportunities for scientific projects; managing user access to datasets; providing technical assistance to investigators; resolving publication barriers related to data access. The contractor must also provide a Program Manager responsible for overall performance objectives and quality control.

Period of Performance
The contract will be performed over a period that aligns with the ongoing needs of the TOPMed program.

Place of Performance
The contract work will primarily take place at locations associated with the NHLBI and its collaborating institutions.
