Manned Security Guard Service

Background
The American Memorial Park, located on the island of Saipan in the Northern Mariana Islands, honors the American and Marianas people who sacrificed their lives during the Marianas Campaign of World War II. The park features memorials dedicated to US servicemen and Chamorro and Carolinian civilians who lost their lives in battles against Japan in 1944.

The park's facilities, including a Visitors Center, amphitheater, indoor theater, tennis courts, softball field, beachfront spaces, and paved walkways, are heavily utilized by both residents and tourists. Currently, there is no stationed Law Enforcement Ranger at the park.

Work Details
The contractor shall provide all personnel, tools, equipment, transportation, and labor necessary for nightly unarmed security guard services at American Memorial Park. Services will be conducted from 8 PM to 6 AM daily, including holidays. Specific tasks include:
1. Building Security Checks: Conduct hourly physical security checks of park facilities including the amphitheater, visitor center (patrolling exterior and checking all doors), administrative office (ensuring doors and windows are secured), and maintenance building (checking that doors are locked).
2. Grounds and Asset Security Checks: Perform hourly visual inspections of the park's grounds and assets including the Court of Honor, Carolinian Bell Tower, Micro Beach Pavilion, Marianas Memorial, tennis courts, restrooms, and maintenance yard.
3. Additional Duties: Maintain a daily/nightly log of activities; report suspicious or criminal activity immediately to the National Park Service and local emergency services; do not physically detain individuals but notify authorities.

Period of Performance
The anticipated period of performance is from September 1, 2024 to August 30, 2025.
