Limited-Sources Justification, Support for Analytic Capacity of NSECE Data 2025

Background
The Department of the Interior (DOI), through its Interior Business Center (IBC), is issuing a Limited-Sources Justification for the procurement of Support for Analytic Capacity of the National Survey of Early Care and Education (NSECE) Data 2025.

This contract is being pursued on behalf of the Department of Health and Human Services (HHS), specifically the Administration for Children and Families (ACF), Office of Planning, Research, and Evaluation (OPRE). The purpose is to continue enhancing analytic capacity for existing NSECE data sets, which are crucial for understanding child care and early education dynamics.

Work Details
The contractor will provide services to support and enhance data from NSECE studies conducted in 2012, 2019, COVID-19 follow-up, and upcoming studies in 2024 and 2025. Key tasks include:
1. Creation of restricted-use files for archiving and analyses.
2. Development of technical resources to assist users of the data sets.
3. Implementation of enhancements to both public- and restricted-use data files.
4. Conducting analyses on all available NSECE data to track changes in child care and early education over time.
5. Providing technical support and training to ensure appropriate use of the data by researchers and analysts.

Period of Performance
The contract will be executed over a period that aligns with the timelines for the NSECE studies, including ongoing support for previous studies as well as new data collection efforts.

Place of Performance
Services will be performed primarily at the contractor's facilities, with potential collaboration occurring at various locations as required by project needs.
