Legal Support Services: The Millennium Challenge Corporation (MCC) provides U.S. government assistance to poor countries that are committed to growth-promoting governance, health, education and economic policies. Eligible countries may develop Compacts with MCC to implement sustainable programs to achieve the overarching goals of economic growth and poverty reduction. MCC is seeking professional legal support services to complete MCC's foreign assistance mission, reducing poverty through growth. The overall objectives of this procurement are to obtain legal support services with the following tasks: evaluating implementation and financial management plans; evaluating country procurement systems; supporting negotiation of Compacts and other agreements; supporting the oversight of program implementation and advising matters relating to development assistance legal policy and operational issues. The Government contemplates award of Blanket Purchase Agreements to multiple sources with a five-year period of performance. Call orders will be issued on a firm fixed price and/or Time and Materials basis. The Government will provide no commitment to a minimum or maximum amount of work, nor will there be a guarantee of any work. North American Industry Classification System (NAICS) code 541110, size standard $ 6 million. This is not a small business set-a-side.
