Isdra Fee Collection Services 2026-2027   2

Background
The Bureau of Land Management (BLM) is issuing a combined synopsis/solicitation for the acquisition of Fee Collection Services for the Imperial Sand Dunes Recreation Area (ISDRA), managed by the BLM El Centro Field Office in Imperial County, CA. The goal of this contract is to provide efficient fee collection and permit sales services to enhance visitor experience and operational efficiency at ISDRA.

Work Details
The contractor will be responsible for providing all necessary plant, equipment, labor, and materials to perform fee collection services and permit sales at ISDRA. Specific tasks include:

1. Collecting fees from visitors entering the recreation area.
2. Selling permits for recreational activities.
3. Ensuring compliance with all applicable regulations and guidelines.
4. Documenting all permit sales monthly and providing reports to the Contracting Officer's Representative (COR).
5. Implementing strategies to sell 94% or more of permits off-site to improve customer service and reduce traffic within the recreation area, with an incentive payment of $45,000 if achieved.

Period of Performance
The period of performance for this contract is from July 1, 2026, through June 30, 2027, with four optional extension periods extending through June 30, 2031.

Place of Performance
The contract will be performed at the Imperial Sand Dunes Recreation Area (ISDRA), located in Imperial County, California.
