Background
The U.S. Department of Energy (DOE), Office of Intelligence and Counterintelligence (IN), Energy Security Division (ESD) has a mission requirement for analysis and reporting on global geopolitical risks and trends affecting U.S. energy security. The ESD’s requirement includes access to publications and advisory services for analytical support and consultation. The DOE believes that only one responsible source, Eurasia Group, can provide this requirement.

Work Details
The contract includes the purchase of subscription products and advisory services from Eurasia Group due to its specialized, in-depth research on global energy risks—identifying, assessing, managing, and forecasting political risks in emerging, frontier, and developed markets. The contract will be a Firm Fixed Price (FFP) contract that includes one 12-month base period and four 12-month option periods. The anticipated line items include:
- Advisory services for 15 users
- Single in-depth briefings upon DOE's request
- Quarterly in-depth briefings upon DOE's request
- Bespoke reports
- Light consulting projects
- In-depth consulting projects
- Expanded advisory services for 100 users.

Period of Performance
The contract will have a period of performance starting from April 1, 2023, to March 31, 2028.
