Background
The U.S. Department of Health and Human Services, Office of Inspector General (HHS-OIG/OI), is executing a Limited Sources Justification for contractor support services to enhance their Body-Worn Camera Digital Evidence Management System (BWC/DEMS) program. This initiative is in response to Executive Order 14074, aimed at improving the management and oversight of body-worn camera footage. Based on market research conducted by HHS-OIG and the Department of the Interior's Interior Business Center, Mayvin, Inc. was identified as the sole contractor with the specialized qualifications necessary to fulfill the requirements outlined in the Statement of Work (SOW).

Work Details
The contractor will provide comprehensive support for the HHS-OIG/OI BWC/DEMS program, which utilizes Axon's Criminal Justice Information Services (CJIS) Impact Level 5 compliant cloud/digital evidence management system. The services include:

- Expert and executive-level support
- Freedom of Information Act (FOIA) support
- Video redaction support using blurring technology
- Video analysis
- Policy development
- Compliance review
- Training on equipment operation and investigative techniques
- Investigative support.

The contractor will also manage procedures for collecting, storing, accessing, retaining, using, and disseminating body-worn camera recordings in compliance with federal laws and DOJ policies.
