The Government requires a logistics and engineering contract interim to award of a task order competed as a fair opportunity competition under the INSCOM Global Intelligence Support Services (GISS) contract.
The Government requires a comprehensive logistics, engineering and facilities lifecycle mission support services program. Overall, the Government requires mission support services at strategic, tactical and quick reaction capability (QRC) sites for the worldwide intelligence community. This requirement pertains to 4 major technical mission support areas: Ground-based intelligence, surveillance and reconnaissance/intelligence electronic warfare/TROJAN (ISR/IEW/TROJAN) systems and subsystems; airborne ISR/IEW/TROJAN systems and subsystems; facilities and grounds, including associated electrical, electronic and mechanical systems and subsystems; and logistics. This requirement shall ensure that electronic systems, security systems, QRC systems, prototype signal intelligence (SIGINT) hardware and software suites, networks and facilities are developed, repaired and maintained at a high state of readiness. This effort will support complex and unique ground-based and airborne reconnaissance and electronic intelligence collection and production systems. Also included under this support are tactical environmental control units and fixed/tactical power generation systems. The services under this effort further include program management, administrative, engineering, technical, logistical and environmental support. Other requirements comprise technical support and analysis of technology demonstrations and fielded systems; facilities and facilities infrastructure; and associated support equipment in accordance with (IAW) Chapter 5, U.S. Army Regulation (AR) 750-1 and Army Materiel Maintenance Policy. Additional required support consists of full-time 24-hour staffing at designated locations/sites and (as required) during QRC deployments, training, war-game exercises, increased operational tempo (OPTEMPO) and mission surges. The Government also requires support that facilitates the Intelligence and Security Command's (INSCOM) efforts to field, activate, relocate, realign, transfer and close INSCOM units/sites worldwide. The Government finally requires facility design, maintenance, operation and repair at INSCOM Headquarters or subordinate units worldwide.
