Geographic Information Systems (GIS) Modernization

Background
The Bureau of Indian Affairs (BIA) is issuing a solicitation for Geographic Information Systems (GIS) Modernization services. The goal of this contract is to enhance the capabilities of GIS within the agency, ensuring that it meets current technological standards and operational needs.

This solicitation is specifically set aside for Indian Small Business Economic Enterprises (ISBEEs), reflecting the agency's commitment to supporting small businesses in the Indian community.

Work Details
The contractor will be responsible for providing labor and travel services related to GIS modernization. Key tasks include:
1) Utilizing ESRI® GIS software suite for various workflows, including using the transverse tool, entering information from plats or deeds, handling curves and geometries, and managing parcel fabric and drafting.
2) Demonstrating proficiency in writing, interpreting, and mapping legal descriptions in formats such as TRS, SAB, LBS, and Metes & Bounds.
3) Ensuring that personnel have relevant experience in similar projects and possess necessary qualifications.
4) Addressing potential problem areas with feasible solutions and demonstrating an understanding of logistics and scheduling.
5) Providing a technical assumptions section in quotes to clarify any conditions or exceptions related to the work.

Period of Performance
Base Year: February 1, 2026 to January 31, 2027; Option Year 1: February 1, 2027 to January 31, 2028; Option Year 2: February 1, 2028 to January 31, 2029; Option Year 3: February 1, 2029 to January 31, 2030; Option Year 4: February 1, 2030 to January 31, 2031.

Services will be performed at OTS BOGS located at 13922 Denver West Parkway Bldg. 54, Suite 300 Lakewood, CO 80401 as well as from remote locations.
