EA AT TINKER AIR FORCE BASE, OKLAHOMA
Background
This Limited-Sources Justification is executed by the Department of Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division 5, Branch 2, Team 2 for the Department of Defense (DoD), Department of the Air Force (DAF).

The purpose of this justification is to award a sole source Firm-Fixed-Price (FFP) contract to Vernadero Group Incorporated for an Environmental Assessment (EA) at Tinker Air Force Base, Oklahoma City, Oklahoma. This acquisition supports the DAF's mission to beddown the E-7 Airborne Warning and Control System (AWACS) fleet, replacing the retiring E-3 AWACS fleet.

Work Details
The contractor will develop an EA for Tinker AFB analyzing potential environmental impacts associated with the beddown of up to 26 E-7A aircraft over approximately 10 years.

The EA must be technically and legally sufficient under NEPA provisions and CEQ regulations. The contractor will provide services resulting in an EA that includes either a Finding of No Significant Impact (FONSI), a mitigated FONSI, or a determination that an Environmental Impact Statement is required.

If significant environmental or socio-economic impacts are identified, the contractor shall recommend mitigation measures, implementation of the No Action Alternative, or withdrawal of the EA in favor of preparing an Environmental Impact Statement (EIS). The scope includes evaluating impacts on biological resources such as endangered species like the Northern Long-eared bat and Tricolored bat. Vernadero has unique expertise in this area due to previous similar work for DoD and Navy.
