Amendment 4 hereby executes the following:
Moves language regarding the Professional Employee Compensation Plan (PECP) from DOE-L-2002 PROPOSAL PREPARATION INSTRUCTIONS, VOLUME I OFFER AND OTHER DOCUMENTS (NOV 2016) (Page 99 of the Terms and Conditions) to DOE-L-2012 PROPOSAL PREPARATION INSTRUCTIONS, VOLUME III PRICE PROPOSAL, CERTIFIED COST OR PRICING DATA NOT REQUIRED (OCT 2015) (Pages 105-106 of the Terms and Conditions). Prime Vendors shall submit their PECP as part of Volume 3, not Volume 1. As a reminder, the information shared in the PECP will be used for the Responsibility Determination, not for evaluation purposes.
Clarifies language regarding Row 106 of the Second Q&A. The Government noted that, Major Subcontractors may add their Professional Compensation Plan in Volume 3. The Government would like to clarify this response as follows: Major Subcontractors may add their PECP in their sealed pricing submission. Further, Prime contractors shall submit their PECP in Volume 3.
This solicitation has not been extended. All other terms and conditions remain unchanged.

Background
The U.S. Department of Energy’s Energy Information Administration has issued a multiple-award indefinite-delivery/indefinite-quantity (IDIQ) contract, R-EOP V, to acquire professional and technical support services in support of EIA’s mission.
The IDIQ contract establishes a ten-year ordering period to fulfill a range of agency requirements for data collection, analysis, IT support, product development and organizational support.
Amendment 4 clarifies submission requirements for the Professional Employee Compensation Plan (PECP) and Q&A language; all other terms and conditions remain unchanged.

Work Details
Under Section B and the Performance Work Statement (Attachment C), the contractor shall furnish all personnel, facilities, equipment, materials, supplies and services necessary to perform work in six service areas:
1) Program Management
2a) Survey Operations (Non-Supply Based)
2b) Survey Operations (Supply-Based)
3) Energy Analysis and Modeling
4) Information Technology Support
5) Product/Service Development, Production and Marketing
6) Organizational Support.
Task orders may be issued as Cost-Plus-Fixed-Fee, Cost-Plus-Incentive-Fee, Firm-Fixed-Price, or Time-and-Materials/Labor-Hour and shall specify labor categories, direct productive labor-hours, fixed rates, materials and other direct costs as negotiated.
The IDIQ ceiling is $900 million with a $1,000 guaranteed minimum.
Pricing for future task orders shall follow established pricing procedures, including justification for rates above loaded hourly labor rates.
Deliverables include technical reports, data, limited rights data if required, and compliance with packaging and marking, inspection and acceptance, and technical direction by the contracting officer’s representative.

Period of Performance
October 1, 2023 through September 30, 2033

Place of Performance
U.S. Energy Information Administration, James Forrestal Building, 1000 Independence Avenue SW, Washington, D.C. 20585, or contractor remote locations as specified in individual task orders.

Bidder Requirements
Offerors must be registered and responsible, and may include small business, HUBZone, 8(a), and service-disabled veteran-owned participants.
Proposals must include:
- a Professional Employee Compensation Plan (PECP) in Volume III. Major subcontractors may include theirs in their sealed price submission.
- a price proposal using the Price Matrix (Attachment F) with only the specified labor categories.
- narrative support for price reasonableness.
- past performance references and questionnaires or CPARS reports (prime: contracts ≥ $500,000/year for at least 3 years; major subcontractor ≥ 20% of hours on contracts ≥ $200,000/year for at least 3 years).
- an organizational conflict of interest and non-disclosure statement.
- a subcontracting plan template (Attachment G) if applicable.
- letters of commitment for key personnel (Attachment E).
Key personnel (e.g., Program Manager) are designated essential and require advance written approval for any substitution.
