Electronic Payroll Information Exchange (PIE)   3

The Social Security Administration (SSA) is soliciting proposals for the Electronic Payroll Information Exchange for the Bi-Partisan Budget Act (BBA) of Section 824. The Contractor shall develop and maintain an information exchange system (Web Service) to obtain wage and employment information. The SSA contemplates a single award, combination of firm-fixed price (FFP) and indefinite-delivery, indefinite-quantity (IDIQ) contract resulting from this solicitation. Capable and responsible contractors are invited to review the documents herein and provide a proposal by the date identified in Block 8 of the SF-1449.

The Contractor shall develop and maintain an information exchange system (Web Service) to obtain wage and employment information. The SSA contemplates a single award, combination of firm-fixed price (FFP) and indefinite-delivery, indefinite-quantity (IDIQ) contract resulting from this solicitation.

Work Details
The resultant contract will be a hybrid contract to include provisions for both firm-fixed price (FFP) contract line item numbers (CLINS) and indefinite-delivery, indefinite-quantity (IDIQ) CLINS for the matched hits. The Base Period of Performance is from 9/30/2024 to 9/29/2025, with tasks including Start-Up Activities, Development of Web Service, Testing of Web Service, Implementation of Web Service, Operation and Repairs of Web Service.
Option Periods I-IV and the Option to Extend Services Period are also specified with their respective tasks and periods of performance.

Period of Performance
Base Period of Performance: 9/30/2024 - 9/29/2025.
Option Period I: 09/30/2025 to 09/29/2026.
Option Period II: 09/30/2026 to 09/29/2027.
Option Period III: 09/30/2027 to 09/29/2028.
Option Period IV: 09/30/2028 to 09/29/2029.
Option to Extend Services Period: 09/30/2029 to 03/31/2030.
