Description

The contractor shall furnish professional salvage and recovery assistance on an as-needed basis in the event of flooding or other catastrophe that puts the National Library of Medicine collection materials at risk of damage or loss. This work is necessary to support the NLM mission to provide access to its collections. See attachments for the full description of the of the requirements.
Background
The National Library of Medicine (NLM) on behalf of the National Institutes of Health (NIH) intends to solicit and award a competitive Indefinite-Delivery Requirements contract. NLM requires professional salvage and recovery assistance on an as-needed basis in the event of flooding or other catastrophe that puts collection materials at risk of damage or loss. This work is necessary to support the NLM mission to provide access to its collections. In total, NLM collections contain approximately 30 million print and non-print items currently located on three levels of Building 38 as well as offsite storage locations.

Work Details
NLM has a need for salvage and recovery services (provided by the Vendor) of NLM collections when the library is confronted with a disaster or emergency that affects or has affected its collections and the magnitude of the disaster or emergency outstrips the resources and ability of NLM to respond effectively. It is estimated that the majority of emergencies will be water-induced events with water affecting collections either from indoor (e.g., plumbing or sprinkler system) or outside (e.g., roof leak) sources, but this contract covers all disaster scenarios including more catastrophic events such as earthquakes, fires, floods, major biological infestations due to disasters (e.g., mold, insect, and/or vermin infestations), acts of terrorism, and similar catastrophes.
