Conflict Management Services - Internal   3

Background
The Department of the Interior (DOI), through its Interior Business Center (IBC) and Acquisition Services Directorate (AQD), is issuing a Request for Proposal (RFP) for Conflict Management Services. This initiative aims to enhance internal collaboration and conflict resolution within DOI, specifically under the Office of Collaborative Action and Dispute Resolution (CADR).

The contract will be structured as a single-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract, intended to provide high-quality mediation, facilitation, coaching, training, and organizational development services to manage conflicts among DOI personnel.

Work Details
The contractor will provide a range of conflict management services including:
1. High-quality mediators and facilitators for conflict resolution.
2. Executive coaching and training in conflict management techniques.
3. Organizational development support to improve team dynamics and communication.
4. Development of training materials that are 508 compliant for various formats including in-person, hybrid, and virtual classes.
5. Conducting needs assessments to identify training objectives and developing tailored training programs accordingly.
6. Providing subject matter expertise on specific processes or skills related to conflict management as needed.
7. Ensuring all deliverables meet the standards set by CADR policies and guidelines.

Period of Performance
The period of performance for this contract is from January 17, 2026, to January 16, 2031.

Place of Performance
Services will be performed at various DOI locations across the United States, Puerto Rico, Virgin Islands, U.S. Territories, and Freely Associated States.
