Background
This justification is issued on behalf of the U.S. Department of Health and Human Services (HHS), specifically the Administration for Children and Families (ACF) and the Children's Bureau (CB). The purpose of this contract is to ensure continuity of operations for the Child Welfare Reviews Project (CWRP) while a competitive acquisition for a new requirement is completed.

The project aims to strengthen child welfare services and improve outcomes for children and families through federally mandated Child and Family Services Reviews (CFSRs).

Work Details
The contractor, JBS International, Inc., will provide continued programmatic, technical, logistical, and systems support necessary for ongoing CFSR activities and associated Program Improvement Plan (PIP) work. This includes:

- Support for CB-led reviews;
- Training for state teams;
- Conducting stakeholder interview weeks;
- Final results meetings;
- Completion of final reports;
- Ongoing PIP monitoring;
- Continuous operation and maintenance of the CFSR Data Management System (DMS), related portals, and training platforms.

The follow-on contract will not initiate new review cycles or expand scope but will sustain ongoing work already scheduled.

Period of Performance
March 30, 2026, through September 29, 2026.

Place of Performance
Services will be performed at various locations as required by the CFSR activities.
