C4I Systems Engineering

The Department of the Navy, Space and Naval Warfare Systems Center, Pacific(SSC Pacific) intends to issue solicitation No. N66001-11-R-0004 for theaward of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost PlusFixedFee (CPFF) contracts to provide systems engineering support for SSC PacificCommand, Control, Communications, Computers, and Intelligence (C41)programs. Awardees of contracts under this RFP will compete for task orders toperform actual work. Each contract will be awarded for the entire estimatedlevel-of-effort specified in the RFP; however, the competition of task orders mayreduce each awardees actual total effort to a level significantly below theceilingvalue of each award. The prospective contract will have a five-year base periodwith no options. The estimated level-of-effort for the total requirement is410,800 hours. This is a full and open competition, anticipated to result intheaward of an estimated two to five contracts. The NAICS code for thisprocurement is 541330. The incumbent contractors are Maxim Systems(Accenture) (N66001-06-D-0029), SAIC (N66001-06-D-0073), J5 Systems(N66001-06-D-0074), Anteon Corporation (GDIT) (N66001-06-D-0075), BoozAllen Hamilton (N66001-06-D-0076), and CSC (N66001-06-D-0077).
