Business Support Services (BSS) IDIQ   20

Background
The Department of the Interior (DOI), Bureau of Indian Affairs (BIA) is issuing a Request for Proposals (RFP) for Business Support Services (BSS) as a 100% set-aside for Indian Small Business Economic Enterprises (ISBEEs). The contract is anticipated to be awarded as multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a period of performance from 04/01/2023 to 03/31/2028. The contract type anticipates awarding multiple IDIQ contracts with individual Task Orders (TOs) on a Firm Fixed Price (FFP), Labor Hour (LH), or hybrid FFP/LH basis. The contract ceiling for all IDIQ contracts combined is $200,000,000.00.

Work Details
The work under this IDIQ includes providing Business Support Services as specified in written individual TOs issued by a Contracting Officer (CO). The services are categorized into 'Pools' such as Human Resources, Project Management, Acquisition, Administrative/Financial, and Subject Matter Experts. Contractors may propose one or multiple Pools and are required to provide fully burdened, fixed-price labor rates for each labor category listed in the IDIQ Pricing Schedule. Travel may be included on individual TOs as a direct reimbursable with specific requirements and limitations.

The Contractor can only charge for productive direct Labor-Hours and must comply with Federal Travel Regulations. All deliverables and submittals will be provided at the individual TO level.
