The Bureau of Land Management, Idaho State Office, is seeking qualified sources capable of providing the following:
Digital Inventory Services for Abandoned Mine Land (~12M acres) in Idaho. See attached work statement for specifics. Future contract will likely NOT include optional tasks.
Interested parties must be registered in System for Award Management and capable of receiving government contracts and providing the required work. Interested parties should send capability statement or similar information to the Contracting Officer via email at Charles_dodson@ios.doi.gov no later than June 23, 2026. Please include Cage Code and/or UEI number and small business/socioeconomic status. Please do not include pricing or a quote this notice seeks interested sources only.
Information received will assist the CO in determining set aside for forthcoming solicitation.
Background
The Bureau of Land Management (BLM) Idaho State Office is seeking qualified sources to provide Digital Inventory Services for Abandoned Mine Land (AML) across approximately 12 million acres in Idaho.

This initiative aims to advance the Abandoned Mine Lands Program by utilizing advanced technologies to digitally inventory, spatially document, field validate, and risk-rank AML features. The goal is to enhance public safety, risk assessment, and long-term stewardship of abandoned mine lands in Idaho.

Work Details
The contractor will perform the following tasks:
1. **Contract Administration**: Conduct a kickoff meeting, finalize the project work plan, confirm BLM’s proposed plan of action, align data collection methodology with BLM AML standards, hold monthly progress meetings, and collaborate with BLM subject matter experts.

2. **Project Planning and Document Review**: Review relevant documents related to BLM Idaho’s approach, assess missing elements or efficiencies, evaluate spatial data quality, conduct sample inventory actions in northern and southern Idaho, and refine standardized processes for repeatability.

3. **Digital Inventory**: Visually and digitally scan all BLM-managed lands to capture required attribute data for each feature (estimated 14,000-15,000 features). Confirm data sortability for field work and AMSCM records; apply a risk prioritization matrix to each feature; conduct internal QA/QC prior to submission; and submit geospatial data that matches BLM’s format along with compliant metadata documentation.

4. **Field Workplan Development**: Collaborate with BLM Idaho to develop a risk analysis and proposed fieldwork plan for high-risk areas.

5-7. Optional Tasks include obtaining higher quality imagery if necessary, conducting ground truthing of AML sites using IMCT SOPs, and documenting the process in a final report for potential use by other federal agencies.

Period of Performance
The contract will be performed over a period ending on April 3, 2028.

Place of Performance
The work will be conducted on BLM-managed land within the borders of Idaho.
