Background
The U.S. Department of Energy (DOE), specifically the Office of Energy Efficiency and Renewable Energy (EERE), is issuing this solicitation for Strategic Partnership Support for the Better Buildings Initiative.

The initiative aims to decarbonize commercial, industrial, and residential facilities over the next ten years while accelerating private sector investment in energy efficiency and other decarbonization strategies. The Better Buildings Initiative was launched in 2011 and currently involves over 900 organizations, representing nearly 10 billion square feet of space and more than $30 billion in committed financing.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other necessary items to perform Strategic Partnership Support for DOE’s Better Buildings Initiative as defined in the Performance Work Statement (PWS).

The services include:
1. Providing non-personal services without supervision or control from DOE.
2. Supporting public-private partnerships to promote energy efficiency and decarbonization.
3. Coordinating outreach efforts across various programs under the initiative such as the Better Climate Challenge and Better Plants program.
4. Ensuring consistency of messaging and economy of effort through strategic outreach, meetings, and reports.

Period of Performance
The contract will commence on March 14, 2025, and continue through March 13, 2030. There are options for extensions that may extend the total duration up to five years and six months.

Place of Performance
The services will be performed at contractor facilities as well as at federal locations such as the Forrestal Building in Washington, DC.
