Background
The Department of the Interior (DOI), through its Acquisition Services Directorate (AQD) and the Interior Business Center (IBC), is issuing this Sources Sought Notice on behalf of the Appraisal and Valuations Services Office (AVSO). The objective is to procure appraisal and valuation services specifically targeting Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE).

The AVSO requires an independent opinion on the market value of defined properties, which are primarily agricultural lands held in trust for Native American landowners.

Work Details
The contractor will be responsible for providing appraisal and valuation services for seven specific properties located on the Nez Perce Reservation in Idaho. The appraisals will focus on determining the market value of fee simple estates for these properties, which are to be appraised as vacant parcels. The work includes:
1. Conducting a personal inspection of each property and verifying all market data utilized in the valuation process.
2. Preparing a narrative-style appraisal report that complies with the Uniform Standards of Professional Appraisal Practice (USPAP).
3. Analyzing all three approaches to value: Cost Approach, Income Approach, and Sales Comparison Approach, providing detailed justifications for any approach not used.
4. Including a thorough analysis of comparable sales data, with adjustments made based on market conditions, location, size, access, and other relevant factors.
5. Reporting any issues or discrepancies found during the appraisal process to the AVSO Review Appraiser promptly.
6. Submitting an initial appraisal report within 160 days after award and a final report within 15 days after review acceptance.

Period of Performance
The contract's period of performance includes a target delivery date for the initial appraisal report set at 160 days post-award, followed by a final report submission 15 days after review acceptance.

Place of Performance
The appraisal services will be performed on properties located within the Nez Perce Reservation in Idaho.
