Appraisal Services: KSM_26_01   2

Background
The Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC), on behalf of the Appraisal and Valuations Services Office (AVSO), is seeking Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) to provide appraisal and valuation services. The goal is to procure independent opinions on the market value of specific properties, particularly Native Allotments, for use by the Bureau of Indian Affairs (BIA) in Alaska.

Work Details
The contractor will be responsible for providing appraisal services for two Native Allotments identified as Case ID 26-056 and Case ID 24-057. Each case requires an individual appraisal report that includes:

1. A detailed property description including legal descriptions, acreage, and property type.
2. An opinion of market value based on current appraisal standards, specifically adhering to the Uniform Standards of Professional Appraisal Practice (USPAP).
3. A comprehensive analysis using all three approaches to value: Cost Approach, Income Approach, and Sales Comparison Approach.
4. Documentation of any structural improvements on the property, although these should not be included in valuation conclusions.
5. Identification and discussion of any encumbrances or restrictions affecting the property as per the Bureau of Indian Affairs Title Status Report.
6. Verification of legal descriptions with survey maps and reporting any discrepancies immediately to the AVSO Review Appraiser.
7. Inclusion of a three-year history of use and occupancy, rental history, and last sale details for each property in the report.

Period of Performance
The contract will be performed over a period that includes initial appraisal report submission 160 days after award, with final reports due 15 days after review acceptance.

Place of Performance
The appraisals will be conducted in Alaska.
