Appraisal services: BLK (171C4 and 171C5) Green, K

Background
The U.S. Department of the Interior, through the Appraisal and Valuation Services Office (AVSO), is seeking appraisal services for two non-contiguous tracts of land located in Wicomico County, Maryland. The purpose of this contract is to provide market valuation and appraisal report services for the properties designated as BLK (171C4 and 171C5) Green, Kevin, et ux, under AVIS Project Number: F260204. The appraisal will assist in negotiating the acquisition of conservation easement rights aimed at preserving fish and wildlife habitat.

Work Details
The contractor will be responsible for conducting a comprehensive appraisal that includes:
1. A before-and-after valuation to determine the market value of the larger parcel(s) before and after the imposition of the proposed conservation easement (CE).
2. Compliance with Uniform Standards of Professional Appraisal Practice (USPAP) and Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA).
3. Submission of a detailed appraisal report that includes:
- Identification of the subject property and its characteristics.
- Analysis of comparable sales data to support valuation conclusions.
- Documentation of any known encumbrances or restrictions affecting property value.
4. The appraiser must hold a valid license as a Certified General Appraiser in Maryland or have the ability to obtain a temporary practice permit.
5. The appraiser must conduct a physical inspection of the property, including both interior and exterior assessments, and verify any improvements present on-site.

Period of Performance
The target period for performance is 62 calendar days from the date of award, with an initial appraisal target date set at 45 calendar days post-award.
