Appraisal Services - Blackfeet Appraisals, Group A

Background
The Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC), on behalf of the Appraisal and Valuations Services Office (AVSO), is seeking Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) to provide appraisal and valuation services.

The goal is to procure independent opinions on the market value of defined properties located within the Blackfeet Indian Reservation in Montana.

Work Details
The contractor will perform 15 separate appraisals of parcels within the Blackfeet Indian Reservation, focusing on market value appraisals without considering structural improvements.

The appraisals must adhere to specific standards outlined in the Statement of Work (SOW), including:
1. Inspecting subject parcels and comparable market data.
2. Analyzing legal and physical access to each parcel, discussing limitations affecting marketability.
3. Disregarding personal property in appraisals.
4. Utilizing the Sales Comparison Approach for valuation, supported by adequate market data verification.
5. Preparing reports in narrative format that clearly communicate appraisal processes and support market value opinions, including detailed descriptions of subject properties and comparable sales.

Period of Performance
Targeted performance period for completion of all appraisals is 120 days from contract award.

Place of Performance
Blackfeet Indian Reservation, north-central Montana, primarily within Glacier County.

Bidder Requirements
Bidders must be State Certified General Appraisers in good standing with Montana, licensed or certified prior to accepting the assignment. They must also submit a capability statement detailing relevant experience and comply with confidentiality requirements regarding communications with AVSO.
