Appraisal services: Baca National Wildlife Refuge

Background
The U.S. Department of the Interior, through the Interior Business Center's Acquisition Services Directorate, is seeking appraisal services for the Baca National Wildlife Refuge (NWR) Water Rights Disposal. This contract aims to provide a market valuation and appraisal report for water rights owned by the U.S. Fish and Wildlife Service (FWS) located in Crestone, Colorado. The goal is to assist FWS in determining the value of these water rights for potential disposition.

Work Details
The contractor will be responsible for providing a USPAP-compliant market value appraisal report for the water rights associated with the Baca NWR. Key tasks include:

1. Conducting a thorough analysis of the water rights, including legal ability to divert water without considering infrastructure transfer.

2. Evaluating both active and inactive water rights within the Rio Grande Water Conservancy District, specifically focusing on their status in relation to augmentation plans.

3. Inspecting the subject property and all comparable market data used in the appraisal.

4. Submitting a narrative appraisal report that meets USPAP standards, including detailed analysis and comparable sale documentation.

5. Attending a pre-work meeting to discuss expectations with AVSO representatives.

6. Ensuring all communications regarding the assignment are conducted through the assigned AVSO review appraiser.

Period of Performance
The target period of performance is 160 calendar days from the date of purchase order award, with an initial appraisal target date set at 120 calendar days from award.
