Background
The EPA Office of Transportation and Air Quality (OTAQ) is responsible for assessing and regulating mobile source emissions under the Clean Air Act. The contract aims to support OTAQ's mission by providing technical analyses to evaluate and mitigate the impacts of these emissions.

Work Details
The contractor will perform a range of tasks related to mobile source fuels, emissions, and methods of control. This includes:

1) Energy Sector Modeling - Initial Production: Assessing factors affecting production costs and emissions for petroleum and biomass, including production levels, reserves, methods, and sustainable removal rates.

2) Energy Sector Modeling - Downstream Production and Storage: Refinery modeling to estimate impacts of regulatory programs on fuel quality and production costs, including biofuel blending impacts. The contractor will also assess biofuels/biogas production cost, efficiency, and emissions.

Period of Performance
The contract has a period of performance from the effective award date through five years for the ordering period, with an additional 12 months for completion of task orders issued during this period.
