ACF Capacity Building for Discretionary and Demonstration Programs

Background
The Department of the Interior, through the Interior Business Center, Acquisition Services Directorate, Division 5, is issuing a Limited-Sources Justification for the Administration for Children and Families (ACF) Office of Community Services (OCS). The goal of this contract is to provide capacity building for discretionary and demonstration programs aimed at eliminating poverty, increasing self-sufficiency, and revitalizing communities. This acquisition is a logical follow-on to an existing order with ICF Incorporated, LLC.

Work Details
The contractor will provide a range of logistical and administrative services to support capacity building for ACF OCS grant recipients. Tasks include:

1. Capacity Building Plan;
2. Program/Project Management;
3. Capacity Building, Research, Training and Technical Assistance (T&TA), and Program Support Services;
4. Expand Internal and External Communications Capacity;
5. Policy Development Support.

The contractor must supply all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, information technology support, and other non-personal services as outlined in the Performance Work Statement.

Period of Performance
The contract will be performed over a one-year period from September 30, 2025 to September 29, 2026, including a six-month base period and a six-month option.
