R&A IDIQ (Manhattan, Staten Island, Bronx, White Plains)   2

The General Services Administration (GSA), Northeast Caribbean Region (Region 2), announces an opportunity for Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts (MAC) for Repair and Alteration construction services supporting Government owned and leased facilities. The services will be on an as needed basis, for a term of one (1) base year plus four (4) options years, which can be exercised at the Government's discretion. Individual task orders will be limited to projects between the micro-purchase threshold and $150,000.00 with the aggregate Maximum Order Limitation (MOL) for all task orders under the IDIQ contract not to exceed $30,000,000.00 for the total five-year term. The minimum guarantee for each contract will be $2,000.00 and will only apply for the base year. Contractors must submit a proposal/quote for all task orders in order to be eligible for the minimum guarantee.
GSA will award up to five (5) awards for this IDIQ contract for the following Government owned and leased facilities located in New York City, Staten Island, and Bronx:

Jacob K Javits Federal Building at 26 Federal Plaza, Court of International Trade at 1 Federal Plaza, Ted Weiss FB at 290 Broadway, Daniel Patrick Moynihan Courthouse at 500 Pearl Street, Thurgood Marshall Courthouse at 40 Centre Street, the Silvio Mollo FB at 1 St. Andrews Plaza, Alexander Hamilton Customs house at 1 Bowling Green, Federal Office Building at 201 Varick Street, Howard Street Garage at 203 Centre Street, US Courthouse at 300 Quarappos Avenue, White Plains, United States Mission to the UN at 799 UN Plaza, and all leased locations within the Manhattan District, Staten Island and the Bronx.
This acquisition will be 100% SET-ASIDE for small business concerns. The North American Industrial Classification System (NAICS) code for this procurement is 236220. The small business size standard for NAICS Code 236220 is an average annual gross sales/receipts for the last three years of $36,500,000.00.
The Scope of R&A services under this acquisition is to provide general repair and alteration services to Government and Leased facilities. Task order requirements may include but are not limited to:
general construction, painting, carpeting, walls and framing, demolition, carpentry, HVAC, electrical work, ceilings, and plumbing. Specific line items will be described in the Request for Proposal (RFP).
The procurement method that will be implemented for this project will be in accordance with FAR Part 15.1 Source Selection Processes and Techniques. This is a competitive acquisition, utilizing the Tradeoff process approach under the Best Value Continuum (FAR 15.101). This process permits tradeoffs among cost or price and technical factors and allows the government to accept other than the lowest priced proposal. For this procurement, the technical factors will be approximately equal to price.

The Pre-Proposal Conference for this solicitation has been scheduled for January 12, 2017 at 10:00 AM. The Conference will be held at 26 Federal Plaza, 6th FL, Conference Room A, New York, NY 10278. All those firms interested in attending must provide the names of the attendees to the Contract Specialist listed below by the COB, January 9, 2017.
