PRE-SOLICITATION NOTICE for the Quonset Point Fuels Storage Complex Replacement Construction at the Rhode Island Air National Guard Station in North Kingstown, Rhode Island.

The New England District, U.S. Army Corps of Engineers (District) will be issuing a solicitation for the construction of the Fuels Storage Complex Replacement at the Quonset Point Rhode Island Air National Guard Station in North Kingstown, Rhode Island.

The work required shall consist of the following:

• Replace the truck offload and fillstand positions and associated pumping / filtration equipment in compliance with UFC 3-460-01 Design: Petroleum Fuel Facilities and the DoD Type III Hydrant System Standards, as applicable
• Construction of a new 600 gallon per minute (GPM) capacity pumphouse with control room, offload skids, fuel pumps, filter / separator vessels, truck fillstand equipment, associated valves, piping and electrical equipment
• Upgrades to the existing refueler parking area
• Existing storage tanks will be reused with the new system
• Construction will be phased to allow the existing system to operate until most of the new system is completed

The NAICS code for the work described herein is 236220. The estimated magnitude of the work is expected to be between $5,000,000 and $10,000,000. This requirement will be solicited as a small business set-aside procurement using the Best Value Tradeoff acquisition procedures.

This is not an invitation for bids at this time.
