Synopsis:

NASA/NSSC has a requirement for Quintron Keyset Software Upgrade and Headsets.

NASA/NSSC intends to issue a sole source contract to QUINTRON SYSTEMS, INC. 1290 W Mccoy LN Santa Maria, California 93455-1007 United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that QUINTRON SYSTEMS, INC. is the sole provider of Quintron Keyset Software Upgrade and Headsets

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Kennedy Space Center (KSC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 334290

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 8/18/2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

Background
NASA/NSSC has a requirement for Quintron Keyset Software Upgrade and Headsets. NASA/NSSC intends to issue a sole source contract to QUINTRON SYSTEMS, INC. under the authority of 13.106-1(b)(1)(i) as they are the sole provider of the required items. The procurement will be located at NASA/ Kennedy Space Center (KSC). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in Part 12 and Part 13.

Work Details
The contractor, Quintron, is required to develop software compatible with their existing system at KSC to meet Human Factors compliance and Login Priority requirements. This includes modifying existing NASA Mission Next Generation Voice (MNGV) software for Human Factors compliance and Login Priority software development. Additionally, the contractor shall provide specific hardware items to be delivered to NASA KSC.

Period of Performance
Software development and testing shall be complete by January 2024.
