Description

The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Finance and Facilities Division (FFD) is seeking a FIPS-compliant and FEDRAMP-certified replacement software for QuickBooks, an accounting platform used by hundreds of employees across the FBI for case accounting and forensic accounting.

Questions regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist January 5, 2024 at noon (12:00pm) eastern standard time (EST). Questions will be formatted with subject line identifying the RFI Title. Responses regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist January 19, 2024 at noon (12:00pm) EST. Please limit responses to 30 pages. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the sam.gov posting by amendment to this RFI; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that all questions will be answered.

Background
The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Finance and Facilities Division (FFD) is seeking a FIPS-compliant and FEDRAMP-certified replacement software for QuickBooks, an accounting platform used by hundreds of employees across the FBI for case accounting and forensic accounting. The objective of this RFI is to gather market research on suitable replacement software programs for QuickBooks that will meet the required functionality, specifications, technical and security requirements, and seamless integration into the existing FBI environment.

Work Details
The FBI requests capability statements of accounting software vendors, particularly in the areas of complex accounting, bookkeeping, forensics, and financial reporting. The RFI will be used for market research to request input from potential providers of accounting software that can meet the FBI’s functional, technical, and security requirements. Specific requirements for this accounting software include: ability to provide both named and floating licenses, compatibility on FBINET (Secret network), UNET (Unclassified network), and standalone covert machines (UMLS), on-premise local install only (NOT Cloud), ability to receive patches/upgrades without Cloud/internet connection, exporting/integration/storage/retaining of existing QuickBooks data into new platform, FIPS security compliance, providing licenses/programs for 500+ users, and a wide range of required software functionalities/capabilities.
