Background
The Mid-Atlantic Regional Maintenance Center (MARMC) is issuing this solicitation for the procurement of Quick Acting Watertight Scuttles as part of their mission to maintain and support naval operations.

The goal of this contract is to acquire new scuttles that meet specific technical requirements outlined in the Statement of Work (SOW). This solicitation is prepared using Simplified Acquisition Procedures (SAP).

Work Details
The contract requires the delivery of new Quick Acting Watertight Scuttles, with all parts being new and no refurbished or used parts accepted.

The specific requirements are detailed in the attached Statement of Work (SOW). Vendors must demonstrate their capability to meet or exceed these specifications. Technical drawings are available upon request, contingent on Joint Certification Program (JCP) certification. Vendors must submit a completed DD2345 form to access these drawings.

All quotes must include a detailed technical capability statement and a price breakdown for each part listed in the SOW.
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Federal Acquisition Regulation (FAR) Part 13 using Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation will be posted to the System for Award Management at https://sam.gov/ and/or Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The RFQ number is N5005427Q0005. This solicitation documents and incorporates provisions and clauses in effect though FAC 2026-01 and the DFARS Change notice 20260507. The Mid-Atlantic Regional Maintenance Center (MARMC) requests responses from qualified sources capable of providing the Scuttle Quick Acting Watertight that are identified in the attached Statement of Work (SOW). All parts shall be new. No refurbished or used parts will be accepted.
