Background
The Defense Advanced Research Projects Agency (DARPA), through its Microsystems Technology Office (MTO), is seeking information on available infrastructure, equipment, and expertise to provide Test and Evaluation (T&E) support for the Quantum Benchmarking Initiative (QBI).

The QBI aims to explore the feasibility of developing utility-scale quantum computers that can achieve practical applications faster than conventional predictions. DARPA anticipates releasing a Program Solicitation (PS) prior to September 2024, which will detail the initiative further.

Work Details
The RFI seeks information from stakeholders in industry, academia, federally funded research and development centers, university-affiliated research centers, and government entities that possess the necessary resources to support verification and validation (V&V) of QBI performers.

The four main goals of the QBI include:
1. Developing a utility-scale quantum computer concept with a plausible realization path;
2. Creating a robust R&D plan to mitigate risks in constructing such a computer;
3. Identifying and validating applications and algorithms for quantum computing;
4. Collaborating with the U.S. Government for V&V of the constructed quantum computer's design and operation.

The RFI emphasizes identifying high-skill teams capable of supporting independent V&V across various technical areas including systems engineering, high-performance computing, quantum information science, and hardware design.
