Background
The Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) conducts survey and data collection to support various projects. The goal of this procurement is to obtain survey services for Qualtrics FedRAMP CoreXM Enterprise Edition Advanced, which includes remuneration services for survey respondents. NIST requires these services to enhance data quality, reduce respondent burden, and facilitate complex study designs using the Qualtrics platform, which is essential for data collections under the approved PRA Generic Clearance OMB 0693-0089.

Work Details
The contractor shall provide the following services:

1.1 Survey respondent and sample frame services using Qualtrics as the survey design software.

1.2 Incentive management and verification of incentive receipt, including all communication regarding remuneration with survey respondents. A written quote for each survey deployment must be provided.

1.3 Remuneration for each respondent in the form of a gift card within seven business days after receiving respondent information from NIST.

1.4 Total remuneration for participants not to exceed $12,000, with costs determined in writing by NIST's Technical Point of Contact (TPOC) and Contracting Officer (CO).

1.5 Submission of quality responses based on successful completion of attention check questions, with data provided in .CSV format.

1.6 Performance of remuneration and contract services for up to 100 surveys maximum.

1.7 Participation in monthly status meetings via video or telephone conference to discuss project status, sample frame, number of completed remuneration deliveries, delays, and proposed resolutions.

1.8 Submission of a monthly report detailing items discussed in the status meeting within two business days.

Period of Performance
Base Period: January 1, 2026 through December 31, 2026; Option Period 1: January 1, 2027 through December 31, 2027; Option Period 2: January 1, 2028 through December 31, 2028.

Place of Performance
The place of performance shall be at the Contractor’s facility.
