This purpose of Amendment 0003 is below:

1) Correct the Geographical Code to 935 on the Responses from the Q&As, associated with Amendment 0001, for the following:

-Cover Letter, Question #26 and Section I.14

2) Reflect the responses from the Q&A's; the changes in the RFP are highlighted in yellow. The RFP is attached and labelled as _Final QuTI RFP Feb 22 2022 Amendment 0003. In addtion J.10_SF-33_7200AA21R00058 Amendment 0003.

3) The revised attachments in Amendment 0002 and 0003 remain the same.

All other terms and conditions remain unchanged.

Background
The United States Agency for International Development (USAID) is seeking proposals to provide Qualifying, Testing, Issuing Project (QuTI) for USAID’s Office of Global Health as described in the attached Request for Proposals (RFP). USAID anticipates one Cost Plus Fixed Fee (CPFF) Term award for up to 10 years.
The authorized geographic code is 935.

Work Details
The Contractor must develop a comprehensive quality assurance program (QAP) under this contract that will serve as the primary vehicle through which USAID will assure the quality of health commodities procured in support of USAID-funded programs. The Contractor must implement a QAP that is compliant with all relevant regulations.
The Contractor must also design and implement a Quality Control (QC) strategy that provides for appropriate sampling and testing and vetting of the quality of health commodities procured by USAID.
