Description

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. In accordance with FAR 5.203(a) (2) this solicitation will be posted for less than fifteen (15) days.

Request for Quotation (RFQ) number is N66604-23-Q-0771. This requirement is being solicited as a 100% small business set aside as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 541519. The Small Business Size Standard is 150 (hundred fifty) employees.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking a firm fixed price quote for Qt Company Device Creation Professional software subscription and distribution licenses, no substitutions allowed, as specified in Attachment 1 to this notice.

Background
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking a firm fixed price quote for Qt Company Device Creation Professional software subscription and distribution licenses, no substitutions allowed. This is a follow on to contract N6660420P8417 for Qt software services and distribution licenses. NUWCDIVNPT has been developing tactical software and operating system (OS) using the Qt application for over 3 years. To qualify an alternative brand would require re-writing the tactical software developed over the previous three years, repeating extensive testing, researching and developing a new embedded OS or transitioning to a commercial OS. Switching to another brand would result in significant cost and schedule impact, including missed Fleet deliveries.
