Description

THIS IS A SOLE SOURCE SYNOPSIS! The Systems Readiness Directorate of AvMC requires the QStar Obsolescence Management tool to evaluate electronics manufacturing trends to assess microcircuit and component obsolescence risks for Army aviation and missile systems and other DoD products. This includes interfacing with part/component manufacturers, vendors, and government personnel to monitor manufacturing and supplier trends against military life cycle production needs (including
spares and multiple users).

Request acquisition of the following commercial-off-the-shelf software support as a supply item:
Qty 1 - Support Renewal Renewal of support for use of Q-Star Obsolescence Tool
PoP: 30 September 2025 29 September 2026

Background
The Systems Readiness Directorate of the Army's Aviation and Missile Command (AvMC) requires the QStar Obsolescence Management tool to evaluate electronics manufacturing trends and assess microcircuit and component obsolescence risks for Army aviation and missile systems, as well as other Department of Defense (DoD) products.

The goal of this contract is to interface with part/component manufacturers, vendors, and government personnel to monitor manufacturing and supplier trends against military life cycle production needs, including spares and multiple users.

Work Details
The contract involves the acquisition of commercial-off-the-shelf software support for the Q-Star Obsolescence Tool. Specific tasks include:
- Renewal of support for use of the Q-Star Obsolescence Tool.
- Implementation of a QTEC Web-Based Interface that includes features such as:
- Daily Updates of Library Content
- BOM Loading
- Part Lookup
- Part Usage Tree
- Data Share Access Control
- Component Commonality
- Shared Solution Repository
- Years to End of Life Projections
- Alert Impact Reports
- Availability Prediction Reports
- Availability Risk Status Reports
- Product Change Notice Advisory Service.
- Access to various library offerings including: Active Semiconductor Device Component Library Package, Passive Device Component Library, Standardized Connector Library, Commercial Off the Shelf (COTS) Library, and RoHS/Pb-Free Assessment Service. Additionally, there is a one-time fee for an XML Interface with Agile System.
