QinetiQ Dragon Runner 20 Articulated Arms   2

The Defense Threat Reduction Agency (DTRA) intends to award a contract on a sole source basis to QinetiQ, North America to provide two (2) articulated robotic arms compatible with the Dragon Runner 20 small unmanned ground robot. The Government contemplates awarding a Firm Fixed Price contract. The North American Classification System (NAICS) is 334511 and the Product Service Code (PSC) is 2350. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), This authority is supported by an approved Justification and Approval.

THIS IS NOT A REQUIREMENT FOR COMPETITIVE PROPOSALS. Interested parties have five (5) days from the date of publication of this notice to submit in writing to the identified point of contact clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Reponses received after five (5) days, with or without the required information, will be considered non-responsive to this notice and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. The Government will not reimburse for any expense incurred to respond to this notice. In the absence of qualified sources, a contract will be awarded under the "Other Than Full and Open Competition" procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by the FAR 6.302-1(a)(2)(iii), Only One Responsible Source.
