SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Durable Medical Equipment Services for the following Veterans Integrated Service Network (VISN) 12 facilities: Clement J. Zablocki VA Medical Center (Milwaukee VAMC) in Milwaukee, WI, James Lovell Federal Health Care Center (FHCC) in North Chicago, IL, Jesse Brown VA Medical Center (Jesse Brown VAMC) in Chicago, IL, Edward Hines VA Hospital (Hines VA Hospital) in Hines, IL, Oscar G. Johnson VA Medical Center (Iron Mt. VAMC) in Iron Mountain, MI, William S. Middleton VA Hospital (Madison VA Hospital) in Madison, WI, Tomah VA Medical Center (Tomah VAMC) in Tomah, WI, and VA Illiana Health Care System (Danville VA Hospital) in Danville, IL and all associated Community Based Outpatient Clinics (CBOCs) catchment areas, plus 100 miles. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621610 Home Health Care Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Requirements: Provide a brief description of DME delivery services. This shall include a description of storage facility/ies. Inventory to include, but not limited to: Hospital beds (any type/size hospital bed, electric or manual) Mattresses (including specialty mattresses) Over-bed tables Patient transfer lifts (e.g. Hoyer, Reliant, Sara, etc. manual or electric) Scooters Side rails Trapeze assemblies Walkers (standard and (4) four-wheel walkers) Wheelchairs (manual and power devices) Portable ramps Feeding pumps IV pumps Bathroom safety equipment (bath seats, benches, grab bars, commodes, raised toilet seats, etc.) Total estimated DME quantity deliveries per year is 2,400. It is expected that the vendor provides a warehouse for storage with the following estimated square footage: Milwaukee VAMC 1000 s.f. Madison VA Hospital 1000 s.f. Tomah VAMC 1000 s.f. Iron Mt. VAMC 1000 s.f. FHCC 1000 s.f. Hines VA Hospital 1000 s.f. Jesse Brown VAMC 1000 s.f. Danville VA Hospital 1000 s.f. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address if applicable, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort and documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES, SOLE SOURCED OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 10:00 AM Local (Central) Time on March, 3, 2025. The Department of Veterans Affairs is conducting market research to identify parties interested in providing Durable Medical Equipment (DME) Services for various facilities within the Veterans Integrated Service Network (VISN) 12.

The facilities include Clement J. Zablocki VA Medical Center in Milwaukee, WI, James Lovell Federal Health Care Center in North Chicago, IL, Jesse Brown VA Medical Center in Chicago, IL, Edward Hines VA Hospital in Hines, IL, Oscar G. Johnson VA Medical Center in Iron Mountain, MI, William S. Middleton VA Hospital in Madison, WI, Tomah VA Medical Center in Tomah, WI, and VA Illiana Health Care System in Danville, IL.

The goal of this contract is to ensure the provision of necessary medical equipment to support veterans' health care needs.

Work Details
The contractor will be responsible for delivering Durable Medical Equipment (DME) services which include:
- Providing a brief description of DME delivery services and storage facilities.
- Inventory requirements include:
- Hospital beds (any type/size hospital bed, electric or manual)
- Mattresses (including specialty mattresses)
- Over-bed tables
- Patient transfer lifts (e.g., Hoyer, Reliant, Sara; manual or electric)
- Scooters
- Side rails
- Trapeze assemblies
- Walkers (standard and four-wheel walkers)
- Wheelchairs (manual and power devices)
- Portable ramps
- Feeding pumps
- IV pumps
- Bathroom safety equipment (bath seats, benches, grab bars, commodes, raised toilet seats)
- The total estimated quantity of DME deliveries per year is approximately 2,400.
- The vendor is expected to provide warehouse storage with an estimated square footage of 1,000 square feet at each facility: Milwaukee VAMC, Madison VA Hospital, Tomah VAMC, Iron Mt. VAMC, FHCC, Hines VA Hospital, Jesse Brown VAMC, and Danville VA Hospital.

The contract will be performed at various locations within VISN 12 including Milwaukee VAMC (Milwaukee, WI), Madison VA Hospital (Madison, WI), Tomah VAMC (Tomah, WI), Iron Mt. VAMC (Iron Mountain, MI), FHCC (North Chicago, IL), Hines VA Hospital (Hines, IL), Jesse Brown VAMC (Chicago, IL), and Danville VA Hospital (Danville, IL), along with all associated Community Based Outpatient Clinics and a catchment area extending up to 100 miles.
