The Philadelphia VA Medical Center (CVAMC), Diagnostic Radiology Service, located at 3900 Woodland Ave, Philadelphia Pennsylvania, 19104, has a requirement for Teleradiology services in diagnostic imaging to support its mission of providing high quality healthcare to veterans. The draft Statement of Work is attached. The purpose of this Sources Sought is to seek capable and responsible sources interested in providing this service. This is not a solicitation but rather a Request for Information (RFI/Sources Sought) in which the data collected will be used for market research purposes only. Responses will assist the Government with developing its acquisition strategy to include socio-economic set-asides. The Government is not taking questions at this time, however, if you identify ambiguities or have concerns about anything in the draft SOW, please include them with your response. If you have a GSA Federal Supply Schedule contract that s within scope of this effort, please identify the contract number. All SDVOSB and VOSB firms that respond must include proof of VetCert certification by the SBA (Veteran Small Business Certification (sba.gov)). While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond to this Sources Sought notice. All respondents are encouraged to include as part of their response a brief capability statement that covers the information in the attached draft Statement of Work. VA assumes no responsibility for any costs incurred associated with the preparation of responses. Background
The Philadelphia VA Medical Center (CVAMC), located at 3900 Woodland Ave, Philadelphia, Pennsylvania, has a requirement for Teleradiology services in diagnostic imaging to support its mission of providing high-quality healthcare to veterans. The need for these services arises from physician personnel shortages and turnover within the Diagnostic Radiology Service, which has created a significant demand for additional professional diagnostic interpretive capacity.

The use of teleradiology outsourcing is intended to provide a cost-effective and timely solution to meet ongoing needs within the CMCVAMC.

Work Details
The contractor shall provide professional teleradiology services for diagnostic imaging examinations performed at the CMCVAMC. This includes off-campus image interpretation via a secure network connection to VA informatics systems, providing advice by telephone regarding protocols or clarifying questions about radiology exams. Services will be provided primarily during weekends, holidays, evenings, and nights.

The contractor must be a U.S.-based corporation with board-certified or board-eligible radiologists. Responsibilities include: managing all aspects of the contract; providing radiology professional services from offsite; interpreting 'STAT' studies within one hour and routine studies with a preferred turnaround of 24 hours; ensuring compliance with VA policies; maintaining consistent uptime of the teleradiology service; overseeing provider clinical competency; and ensuring all work is performed by credentialed radiologists.

Imaging procedures may include XR, US, CT, CTA, MRI, MRA, mammography, general nuclear medicine, and PET/CT.

Period of Performance
The period of performance is requested to be for a total of 4 years after the date of award (Base year plus 3 option years).
