VISN 6 has a need for DME services to beneficiaries in Virginia, North Carolina, West Virginia, Tennessee, and South Carolina and rare services may be required in Maryland or Georgia. The Contractor shall be responsible for providing Government-Supplied Durable Medical Equipment (DME) pickup, setup, installation, disassembly, repair, site assessment, disposal, storage and delivery services to all beneficiaries serviced by VISN 6. The contractor shall provide transportation of equipment, equipment services, labor, supervision, patient education, safety management, infection control, as necessary for patients receiving DME services, as specified under this Request for Proposal (RFP). These services shall be required between the hours of 8:00 a.m. and 8:00 p.m., Monday through Saturday, except in cases of emergency. The contractor shall be staffed at each location to include a technician, and warehouse staff, stocked to render services provided in accordance with all terms and conditions of this RFP for the duration of the performance period. Offerors should thoroughly review the specifications and be familiar with the area of coverage before submitting their proposal to be fully aware of the supplies and the services required. Failure to do so will not relieve the offeror from performing in accordance with the strict intent and meaning of the specifications without additional cost to the Government.

The Veterans Integrated Service Network (VISN 6) is seeking potential sources who would be interested in providing storage and delivery services (facilities may need storage requirements up to 3,000 SF per storage location and the capacity to expand up to 3500 SF). Services include the responsible for providing Government-Supplied Durable Medical Equipment (DME) pickup, setup, installation, disassembly, repair, preventive maintenance, site assessment, disposal, storage and delivery services to all beneficiaries serviced by VISN 6 areas located in North Carolina and Virginia. To insure patients receive services in a timely, safe and efficient manner without compromising patient care the Contractor's delivery and storage capability must be capable of supporting all or a combination of the following seven Veterans Affairs Medical Centers: Asheville, North Carolina; Durham, North Carolina; Fayetteville, North Carolina; Hampton, Virginia; Richmond, Virginia; Salisbury, North Carolina; and Salem, Virginia. This notice serves as a market research tool to identify potential contractors to provide delivery services under the established NAICS Code 621610 Size Standard is $19M. Contractors shall have applicable expertise in government acquisition and program management disciplines. Services shall include providing transportation of equipment, equipment services, labor, supervision, patient education, safety management, infection control, as necessary for patients receiving DME services, as specified under the Request for Proposal (RFP). These services shall be required between the hours of 8:00 a.m. and 8:00 p.m., Monday through Saturday, except in cases of emergency. Each location shall be staffed to include a technician, and warehouse staff and properly stocked with equipment to render services provided in accordance with all terms and conditions of the RFP for the duration of the performance period. Companies will be responsible for coordinating, supervising, monitoring, and evaluating the care and service provided and shall assure that contracted services are performed per the terms of the contract. Companies will also be responsible to assure their personnel meet the requirements of the contract and are competent to do the jobs assigned them. Government monitoring will focus on timeliness of equipment delivery; timeliness of repairs or maintenance; accuracy of required documentation submitted, and adherence to Joint Commission standards. The following geographic locations will be required to be serviced under the proposed contract: 1. Asheville/Salisbury 2. Durham/Fayetteville 3. Richmond/Hampton 4. Salem A Single Award is anticipated and will include a base year with 4 option years to begin approximately 1 October 2023. Responses to this Sources Sought Notice should include the following: name and address of company/provider, SAMS UEI Number, number of personnel employed by firm; workload facility location(s) and storage capacity, company socio-economic status (Small, Large, 8(a), HUBZone, Woman-Owned, Service Disabled Veteran Owned Small Business (SDVOSB), or Veteran-Owned Small Business (VOSB)), experience in providing these services. any other pertinent information that demonstrates your firm's ability to meet the above requirement. NOTE: Businesses must be registered in System for Award Management (SAM) and SDVOSB and VOSB must be registered in VetBiz at http://www.VetBiz.va.gov. Please limit submission to five (5) pages.

Work Details
The contractor shall provide transportation of equipment, equipment services, labor, supervision, patient education, safety management, infection control as necessary for patients receiving DME services. Services shall be required between the hours of 8:00 a.m. and 8:00 p.m., Monday through Saturday. The contractor shall staff each location with a technician and warehouse staff stocked to render services provided in accordance with all terms and conditions of the Request for Proposal (RFP). The contract is effective for one year from the date of award with four one-year options to exercise at the VA's discretion.

Period of Performance
The performance period shall include a base period from October 01, 2023 to September 30, 2024, with four one-year options to be exercised at the VA's discretion.

Place of Performance
The contract will be performed in various locations including Asheville, NC; Salisbury, NC; Durham, NC; Fayetteville, NC; Richmond, VA; Hampton, VA; and Salem, VA.
