Background
The Department of Veterans Affairs is issuing this solicitation for the Tri-Cities Outpatient Clinic (OPC) Initial Outfitting Transition and Activation (IOTA) Services. The goal of this contract is to ensure that the clinic is properly outfitted and activated to provide necessary healthcare services to veterans, aligning with the agency's mission to deliver high-quality care.

Work Details
The contractor will be responsible for developing and implementing a Quality Control Plan (QCP) that outlines how they will maintain an effective quality control program. This includes monitoring and controlling objectives in the Services Delivery Summary, managing contract and subcontractor invoicing, addressing non-conformances, and ensuring contractor employee qualifications and certifications.

Performance metrics include maintaining a qualified workforce with no more than one validated complaint per quarter, ensuring all tasks are completed comprehensively, passing government inspection on first submission 95% of the time, and complying with the approved QCP at least 95%.

Special requirements include security and safety protocols, background investigation levels for personnel based on task sensitivity, and responsibilities for contractor personnel security requirements such as prescreening employees and managing background investigations.
