Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the Pre-Planning and Activation Support of the El Paso Health Care Center. The mission of the VA is to provide high-quality health care to veterans, and this contract aims to facilitate the successful activation of a new health care facility in El Paso, Texas.

Work Details
The contractor will provide services as outlined in the Performance Work Statement (PWS) for Initial Outfitting, Transition, and Activation Services (IOTA). Key tasks include:
1. Pre-Activation and Project Management Activation Services, including coordination of substantial completion dates and first patient date.
2. Travel-Cost Reimbursable services related to pre-activation and activation.
3. Optional tasks such as Warehousing Management Services and Activation Services as needed according to project schedules. Specific sections of the PWS detail these tasks: Sections 16.1 through 16.5 for pre-activation services, and Sections 17.1 through 17.4 for optional tasks.

Period of Performance
The period of performance is estimated to begin on April 16, 2026, and end on September 15, 2028, with optional tasks extending into 2028.

Place of Performance
The contract will be performed at the El Paso Health Care Center located at 5001 N. Piedras Street, El Paso, TX 79930.
