Background
The Lebanon VA Medical Center (VAMC) requires a contractor to provide key personnel for onsite urology physician services for eligible beneficiaries of the Department of Veterans Affairs.

The contract aims to ensure that veterans receive high-quality urology care at the Lebanon VAMC and its associated community care clinics, which include locations in York, Mechanicsburg, Wyomissing, and Willow Street, Pennsylvania.

The Government intends to award a fixed price indefinite-delivery, indefinite-quantity (FP-IDIQ) contract to one offeror who can submit a competitive proposal that meets the requirements outlined in the Request for Proposal (RFP) 36C24426R0047.

Work Details
The contractor shall provide urology physician services as specified under the authority of 38 U.S.C. 8153. Key tasks include:
1. Providing comprehensive urology services at the Lebanon VAMC and its associated clinics.
2. Ensuring that all physicians have current licenses to practice medicine in any U.S. state or territory.
3. All physicians must be Board Certified Urologists by recognized boards and maintain current Basic Life Support certification.
4. Physicians must be capable of performing various procedures including but not limited to: Partial and Radical Nephrectomy, Radical Prostatectomy, Simple Prostatectomy, Varicocele repair, Partial Cystectomy, Prostate Fusion Biopsy, Vasovasostomy, Endourology procedures, Complex urodynamics, Sexual Dysfunction treatment, and management of Recurrent UTIs.
5. At least two of the three proposed surgeons must be trained in robotic surgery using DaVinci systems.
6. One surgeon must be female and fellowship-trained in female urology.
7. On-call physicians must respond to emergencies within specified timeframes and maintain communication with VA staff.
8. Compliance with national standards for quality care as established by relevant professional organizations.

Period of Performance
The contract will have an ordering period of five years from July 1, 2026, to June 30, 2031.

Place of Performance
Services will be performed at the Lebanon VA Medical Center located at 1700 South Lincoln Avenue, Lebanon, PA 17042 and four associated community care clinics: York VA Clinic (2251 Eastern Blvd., York, PA), Mechanicsburg VA Clinic (5070 Ritter Rd., Mechanicsburg, PA), Berks VA Clinic (2762 Century Blvd., Wyomissing, PA), and Lancaster VA Clinic (212 Willow Valley Lakes Dr., Willow Street, PA).
