Background
The Department of Veterans Affairs (VA) is issuing a Total Small Business Set-aside solicitation for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for On-Call After-hours and Weekends Vascular Surgery Physician Services at the Lebanon VA Medical Center. The goal of this contract is to ensure that veterans receive timely and high-quality vascular surgical care during off-hours, thereby maintaining the facility's Level Ib Surgical Complexity Level.

Work Details
The contractor shall provide Board Certified Vascular Surgery Physician Services, which include:
1. On-call vascular services for after-hour coverage from 1630 to 0800, up to 5 days per week, Monday through Friday.
2. On-call vascular services for all weekends from Friday 1630 through Monday 0800, including all Federal Holidays.
3. Weekday in-house coverage for up to 40 days per year.
4. The contractor must ensure that the physician(s) are credentialed and available for scheduling as required by the contract.
5. Services must meet or exceed standards established by the American Board of Surgery (ABS).
6. Compliance with applicable wage and hour laws is mandatory.
7. The contractor must participate in continuous quality improvement activities and adhere to established patient safety standards.

Period of Performance
The period of performance for this contract is from September 28, 2025, to September 27, 2030, with specific ordering periods outlined for each year within this timeframe.

Place of Performance
Services will be performed onsite at the Lebanon VA Medical Center located at 1700 South Lincoln Ave., Lebanon, PA 17042.
