Description

INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 4 (NCO4) intends to sole source a contract for the UroNav Fusion Biopsy Technician Services at the following medical center: Lebanon VA Medical Center 1700 South Lincoln Avenue Lebanon, PA 17042-7529 The objective of this sole source award is for a firm fixed price contract for five (5) years with Fortec Medical, Inc., 6245 Hudson Crossing Pkwy, Hudson OH 44236-4348, UEI DAZWCSWT13Z6. This sole source determination is in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services and in accordance with 41 USC 253(c)(1) Competition Requirements as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Fortec Medical, Inc., is the only authorized servicing agent for the UroNav MRI/US Fusion System, and all related equipment and software at the location provided above. The North American Industry Classification System (NAICS) code for this procurement is 541990 All Other professional, Scientific, and Technical Services. The Small Business Administration (SBA) size standard is $19.5 Million. The PSC code is Q522, Medical - Radiology. This notice of intent to sole source is not a request for quotes. Interested vendors who can meet this requirement (draft SOW is attached), should identify their interest and capability, and respond to this notice by 03/31/2025 10:00 AM EST. Interested vendors must send a capability statement, no more than one page in length; to include Company Name, UEI Number, Socioeconomic Category, and a brief description of your business entities capability to provide these services. All information shall be provided at no cost or obligation to the Government. Responses must be sent via email to the Contract Specialist. E-mail: eleanor.robbins@va.gov. Facsimile or telephonic responses will not be accepted. Simply responding as an interested party does not constitute your company as a source. Offeror must provide the above requested information. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
Background
The Department of Veterans Affairs, Network Contracting Office 4 (NCO4) intends to sole source a contract for UroNav Fusion Biopsy Technician Services at the Lebanon VA Medical Center. This contract aims to provide essential services for diagnosing and treating prostate cancer using the UroNav MRI/US Fusion System, which is currently owned by the Lebanon VA Medical Center. Fortec Medical, Inc. is identified as the only authorized servicing agent for this system and related equipment.

Work Details
The contractor shall provide UroNav Fusion Biopsy Technician services to assist operating room staff with the use of the UroNav Fusion Biopsy System. The anticipated workload includes performing 180 fusion biopsies per year, requiring a trained/certified technician. Responsibilities include:

- Providing trained/certified technicians with 24/7 availability.
- Coordinating with LVAMC OR staff.
- Wearing appropriate operating room attire and identification badges.
- Being present before anesthesia induction and throughout surgical procedures.
- Ensuring no direct patient interaction except as necessary for service provision.

The contractor must also provide documentation of quality control and assurance policies.

The contract will have a base period of one year with four additional option years, totaling five years.
