STATEMENT OF WORK Solicitation # GENERAL INFORMATION Title of Project: Bayer Contrast Injector Service Contract Scope of Work: The vendor will provide maintenance, support, and repair services for all the Bayer MedRad Injectors that are currently in use at the Baltimore VA Medical Center and listed below to include preventative maintenance and calibration in accordance with the original equipment manufacturer (OEM) written specifications. Service coverage must include 100% coverage on parts/travel/labor charges, 100% coverage on replacement console/parts, 1 preventative maintenance every 12 months, all software updates, standard 2 business day shipping and other incidentals necessary to perform scheduled preventive maintenance and to restore the covered equipment to operating specifications in accordance with the manufacturer s specifications throughout the term of the contract. All parts must be certified to the OEM specifications. Additionally, the contractor must provide software and quality updates, technical and clinical application support by telephone, and remote monitoring and diagnostic support to minimize unexpected equipment downtime and maximize use of the equipment. The vendor shall provide necessary hardware enhancements to upgrade contrast injectors that are end of life during the contract for each device into MEDRAD Stellant FLEX models. The vendor shall provide appropriate software updates to operate each device with these hardware enhancements. The vendor will supply the Baltimore VAMC Biomedical Engineering department with a copy of a detailed service report that meets the requirements of 21CFR820, subpart N, within 2 weeks of maintenance being completed. The service shall be performed between the hours of 8:00am and 4:30pm, Monday through Friday, unless mutually agreed upon the contractor and the VA Biomedical Engineering department. The contractor shall schedule all maintenance with Biomedical Engineering and report to Biomedical Engineering in room 5B-183 upon arriving on-site at the Baltimore VAMC, before performing any maintenance. This service coverage includes software and quality updates, replacement parts, 100% coverage on travel and labor costs, and preventative maintenance completed in accordance with the manufacturer s recommendations to ensure that the equipment is properly maintained and to reduce downtime of the identified equipment that results in cancellations of patient appointments. The VA Maryland Health Care System requires that all imaging equipment be maintained in accordance with the manufacturer s specifications. This equipment will be covered under a support agreement when it represents the best value for the Government. Performance Period: Base Year Plus 2 Option Years from time of award Type of Contract: Maintenance services Place of Performance: Baltimore VA Medical Center 10 N. Greene St Baltimore, MD 21201 Performance Based Contract: N/A Security: The contractor must have photo ID available when performing work at a VA Medical Center and be willing to present it to VA staff. The vendor is responsible for personal protective equipment. The vendor must have a current Business Associate Agreement (BAA) with the Department of Veterans Affairs to perform maintenance on equipment that would result in incidental access to patient Protected Health Information (PHI).
Background
The VA Maryland Health Care System requires full-service coverage of the Bayer Medrad Injectors at the Baltimore VA Medical Center. This service coverage includes software and quality updates, replacement parts, 100% coverage on travel and labor costs, and preventative maintenance completed in accordance with the manufacturer’s recommendations to ensure that the equipment is properly maintained and to reduce downtime of the identified equipment that results in cancellations of patient appointments.

The VA Maryland Health Care System requires that all imaging equipment be maintained in accordance with the manufacturer’s specifications. This equipment will be covered under a support agreement when it represents the best value for the Government.

Work Details
The vendor will provide maintenance, support, and repair services for all Bayer MedRad Injectors currently in use at the Baltimore VA Medical Center. Services include:
1) Preventative maintenance and calibration according to OEM specifications;
2) 100% coverage on parts, travel, and labor charges;
3) One preventative maintenance every 12 months;
4) All software updates;
5) Standard two business day shipping for parts;
6) Technical and clinical application support via telephone;
7) Remote monitoring and diagnostic support to minimize unexpected downtime;
8) Hardware enhancements to upgrade end-of-life contrast injectors to MEDRAD Stellant FLEX models;
9) Provision of detailed service reports meeting requirements of 21CFR820 within two weeks of maintenance completion.

Maintenance is to be scheduled with Biomedical Engineering and performed between 8:00 AM and 4:30 PM, Monday through Friday.
